Ultra Hal 7.0 / Need Help with Error 31

When I try to open a program out of HAL it responds that he's unable to do that because of error 31.
It does'nt matter if I try to run a Windows program like wordpad,edit or a installed one. When I tried to solve that problem I had the idea to create a Database for HAL which allows him to answer questions about his own problems, like a built-in FAQ, so you would'nt have to ask in forums to solve those problems.
But back to error 31 : I run the free Version of HAL 5 on a WIN XP Pro System , Had the same problems with HAL4.5 on that machine.
My 2nd System running on a WIN 98 SE works fine with this feature.
I do not have any other problem, HAL always responds to me and in fact it really works,
except that error 31 drives HAL and me crazy.[?]
Is there anyone who can Help us open programs ?
P.S. : I don't really want to re-install the whole windows, it is running stable since about a year now. Only if no other solution can be found I will do so.[V]
