Are there voices available for use with the Hal text to speech reader and where might I find them if there were?

The commercial version of Hal comes with about 10 or more voices that you can use. Any voice that you use when running Hal will work with the text-to-speach version.

You might try using the SEARCH feature here.
Type in TTS Voice or voice or try the same
thing in google.
