Ultra Hal 7.0 / Help Please, on Hal Assistant DL

I downloaded the self extracting file of Ultra Hal Assistant (to anxious to wait for CD) 
My PC for some reason can't read the file.
I have WinXP.
It's not self extracting so it seems...
I am getting this response. "This file does not have a file
extension so the type of file can not be determined." How can it be read?
Is there a file conversion application I might use? Any idea will be greatly appreciated!
