Here's something I found in the Haptek Guide under speex:
"Speex is a compression codec optimized for voice data. Typical compression can be as much as 100x.
HapSpxFactory.exe is a command-line only utility for converting .wav files to .spx files.
The .spx files contain embedded lipsynced phonemes, and can be played back in version 4.11.17 or higher of the haptek player.
Usage:
HapSPXFactory [-q <quality 0-9>] <wave file name (wildcards ok)>The command should convert all WAV files specified to SPX.Any HNT files with the same name as the WAV in the same directory will be used as a hint file for phoneme generation. The quality setting defaults to 1 if it is not specified. Examples:HapSPXFactory -q 5 C:mysounds*.wavHapSPXFactory C:anotherset\blahblah.wav Note - if ...\blablah.ogg and/or ...\blahblah.phn exist, they may be destroyed by HapSPXFactory"
It says it generates a phoneme file(PHN) by default, which contains a list of the phonemes and the times they should be played, but I didn't get it to do that. It says it imbeds it in the ogg file though, but it didn't do that the first time I tried it so I borrowed the phoneme file from a people putty conversion I had done earlier. When I put them together I got a lipsynch, but it was synched to the people putty wav file I got the phoneme file from not the wav file I was converting with HapSPXFactory. I looked at the phoneme file and saw it was ASCII and could be edited, but didn't have enough time to discover it's secrets to control the lip movement. Neil said he has a Phoneme Editor from Haptek, I forget what it cost (over $100), but I remember it was too pricey for me, there's too many other toys I want. The Haptek Guide details it also. I thought it was enough I had People Putty and could do the lip synchs, but then I found the background music was being lipsynched also. Now I'm thinking of putting headphones on and listening to the music while recording my own voice into a wav and converting it to ogg with PP then overlaying and matching that created video with the original music and a background. A lot of work it seems though, especially when you start throwing in a HAP for movements or multiple movements, and camera angles. I thought it would be nice to take my own video for background surround and then put in the figure and time it so it looks similar to what they did in the Matrix. Just a thought.
