Loebner prize question

I have a question concerning the Loebner prize.

I have made a bot so that I can enter the Loebner Prize, and I would like to ask something about the rules. In the last part of the 2006 rules (loebner.net/Prizef/2006_Contest/2006_Rules.txt), there are rules about the communications protocol. Since I am not an expert on this subject, could someone please explain what this is about, and what modifications or additions do I have to make to my bot so it will comply to the communication protocol rules?
