I am familiar with graphic formats but never heard of prj.
Could you be thinking of png?

Png is graphic format often used for pip in videos.
We've use png in our videos with Hal.

Looks like a project file for 3dS.  I've been searching for my 3dS installation to see if I can get something going, but only found some of the files on another CD.  It may not work unless you purchase some of their proprietary software for the conversion, but I did read that if you had one of their object files to import to 3dS and worked with it and then exported it it could be converted to a Haptek format with HapDeltaSetMaker, I'm not sure if that's just a compression utility, but I sort of think it's not.  I thought it might be worth trying, who knows get rid of the boots at least.
