It's actually been around for quite a while and was offered on several AI boards by it's creator, Jan Bogaerts of BragiSoft

Jan has some great ideas and implementations of them as well.

As to whether the software would work with Hal, I'd go out on a limb here (no too far) and say, probably not.

It is nice software to play with and learn from and it's certainly worth a closer look by all bot enthusiasts!

About hal: I don't fully know all of it's capabilities.  If it can be used as a plugin or it can accept new engines as a plugin, then it should be possible, but not 'out of the box', some customization will be needed.
That said, I recently updated the online version so that it can easily work with the older crazy-talk plugin (only works with iexplorer though): http://forums.bragisoft.com/showthread.php?tid=102&pid=177#pid177
