hal and police snanners idea

i just thought of something that would be cool (maybe to some anyway )
me and my wife have a police scanner and listen to it i just thought it would be so cool if hal through the internet and some online police scanners (i and caangel have seen some ) if hal would in hals voice tell what was going on when a call comes in on a scanner !!
although i am putting in some artificial saying for my angela (based on some real events on our police scanner ) example hal (angela ) might say :
i just heard on the police scanner they called the fire department theirs a car out on west highway thats on fire i hear the fire truck going out of town !!
anyway just thought this would be cool if a plug in or program could be made to do something like this !![][][8D]

My scanner works just fine without Hal.
It works through modulation and atmospheric bounce.

Lucky guys! After listening to them during 25 years, now all the police communications are encrypted in my country (and then firemen too).

Never really understood if it was legal or not, forbidden or not. Now the question is obsolete: it's im-pos-si-ble!!

BTW lightspeed, maybe I'm wrong, but your idea seems not very easy to program.[]
