Do you have the paid version of the free version?
Hal only recognizes speach with the paid version and once you are in the paid version you have to click on the microphone button on Hal's window.

In the paid version, before you even click the mic button you have to go into Hal's options and set up the speech recognition. I think if you haven't done it yet, clicking the mic button takes you to the setup.

you must do the wizzard in your windows speech wizard 1,
and you must make sure that all other speech reco progs are turned off
otherwise the system gets confused whom you are speacking to.

also check in your sounds and audio setings to see if on voice / which is selected for normal audio and stuff select soundcard, but for voice select logitech controller

THE BLUETOOTH USB DONGLE Or HUB generally connects the EARPEICE from the mobile to the computer the dongle only cost £20 the earpeice came with my 3G Videophone NEC....

just when youve installed the drivers you must select BLUETOOTH AUDIO for Microphone and speaker / also when you are using the msn use the microphone setup wizard (audio and Video tuning.)

sorry about the long awaited reply...
