Lip Synch problem with Ultra Hal 5 and Haptek char

I know there wasa thread about this about a year ago, but for the life of me, I can't find it.  Anyway, a character I created in People Putty won't move it's lips when speaking using the NeoSpeech Kate.  How do I solve this little problem?

I used the search feature and typed in NeoSpeech.
