I would like to know if there are any resources or programs that let you create TTS or TrueVoice voices that can be used with HAL?
you will need the microsoft speech development KIT, on the MS site there is a place where you can order DEMO products on disk. MS SPEECH is one of them... in this development kit you get msspeech 5/6 beta also once you have trained your voice profle in windows you can use the speech pach to use the profile that you have created as a voice template to create a NEW VOICE of your own..... HAVE A GO..
I have the MS Speach SDK 5.1. However, I don't see any editor for creating your own TTS voices. What is the program called? Maybe I missed it. I downloaded the whole thing from Microsoft's site. I already went into the Control Panel/Speech and trained it, too. Didn't see anything to make voices though.
I want to make some robotic voices.

They don't have anything for Windows 98SE though and it looks like too much junk to install anyway.

BUT AFTER DOING TRHAT MYSELF, I FOUND THAT THE VOICES ARE NOT TRANSFERABLE
