Spinwheel? UltraHalAsst.Brain

I'm looking through the source for the default brain and I have a couple questions.

What is the purpose of the variable called Spinwheel?

How can I have a look at the UltraHalAsst.Brain control to check out it's methods and functions?

I have no expieriance at programing. Is there a way that HAL can automatically incorporate within itself other AI programs, no matter what platform or language they are written for. This would also includ non AI programs.
