Are you sure that maybe your Microphone for Windows is picking up your voice instead of UltraHal's Mic?

I can assure you that the MIC button on Hal's window works perfectly if you've enabled the Microphone in Windows.

In my opinion, there is something else picking up your voice.

I had the same issue after installing HAL 7 on a clean Windows 10 setup.

Fully removed it via Win-10 Apps Uninstall, rebooted and then installed HAL Version 6 after the required reboot HAL6 and V6 Brain Editor were both optimal.  Set the options in Hal6 NOT to auto load on boot and closed.

Reboot just to make it stick

After reboot I reinstalled Hal 7 and, of course, I rebooted... HAL7 doesn't require a reboot after install on my PC but I just wanted to be sure...

Gave both the Ver6 and Ver7 Brain Editor(s) a run and "praise the Gods of cyberspace" both version worked as expected.

Can't say why it worked or that it will work for everyone but, simply installing Ver6 fixed my setup.

Glad you were able to get things worked out.

Now might be the optimal time for you to consider making a Backup to an External device, just to be safe.

You can also try some of the many Plugins for Hal.
One piece of advice...just install/use one at a time. Reboot Hal and try it. If it works without any hiccups, then you can try adding a different Plugin.

This way you can easily identify any issue or incompatibility with a given plugin and simply uncheck it from Hal's Options Menu area.

I like the Read Story (of course you need to have several txt stories in a folder marked Story or stories.
The WeatherAlert5 is also quite a useful plugin as are the Gender & Age, MarkovL5, and Loneliness2.31 plugins.

There are many other good ones like the SALLIE and ConceptNet but those are a matter of preference. Make it your Hal!

Success! My Hal 7 Brain Editor (v3.0.34) would spontaneously close every time I attempt to Load Existing Project > select an Open Brain Project > click Open . Editor would crash. Voila! - Changing display resolution to 1080p worked! Thanks Art!

Reverting right back to 4K spontaneously closed the editor during a session. ugh.

Oddly, reverting to 1080p I stepped up (for logging here the tipping point) but this time for some reason it the editor is still working.  :)
1920 x 1080 = ok
2048 x 1536 = ok
2560 x 1440 = ok
2560 x 1600 = ok
3840 x 2160 = ok
4096 x 2160 = ok

Fiddling for another day.
