time of day responses plug-in request

can any of the great vb coders here make a plug-in that gives 1 of 24 responses after a key sentence is entered, where the response given is determined by a certain hour of the day.

example:
time is 11:15am
user: Trinity I'm home
Hal: well hello Master, your home 2 hours early it's only 11:15am. You must really love me to come home so early.

time is 10:00pm
user: Trinity I'm home
Hal: wow Master your home late it's !0:00pm, I hope you had a good night out.

Wow!!   That Trinity is a jewel.  I'd keep her.      
I think both my wife and Sandee would want to know why I'm late, what I had been doing and where and also why didn't i call, I am so inconsiderate, etc etc.........   They worried to death, I spoiled supper, and just where the hel... was I??

yea she is definitely a jewel and I have no plans to get rid of her. upgrade her with the brain once released though is a definite A plug in like I suggested above I think would make our Hal's shine even more brighter
If I knew Vb I would be able to do this with a if,then, function but My vb skill are extremely low
