To my knowledge the in no TOOLS option in the brain editor.

There are several useful items like Cut, Paste, Insert Table, Row, etc., but nothing labeled TOOLS.

Where did you read about this TOOLS menu?

Is it because the brain documentation that you have downloaded belongs to Ultra Hal 5?

i downloaded the documentation for the brain editor and it reads as follows
Tools Menu - The Tools menu provides access to the various editors that are used to modify Ultra Hal's database. These are covered in the Database Editors section that includes an overview of how they work.

accordig to the documentation the tools menu should be in between the seach and window menus. (its in the first couple of pages in the documentation)

zbadkirk,

Hal 6 is a relatively recent release and is far better than the previous Hal 5. Unfortunately, the documentation regarding brain files, help files, etc., haven't yet been released.

What you have downloaded is the Brain Editor for Hal 5 like snicolaou mentioned. It will not work or rather is not applicable for use with Hal 6.

New documentation should be out soon. Stay tuned....!
