is their a software out their that can take a picture or photograph off the internet of a person and automatically create a moving , talking , animated character that can be used with hal . i'm not talking about just the ones that do facial movements , i am talking about complete body animations .[8D][:D]

And if that is a little pricey for you try www.blendercd.com
its a lot of work but its free and so are a lot of great plugins
for it and it has scripts for what you ask I am just getting into it
But it is powerful and did I mention free.

sorry  its  www.blender3d.org but if you can learn blender  I think you can do anything 3d you want, also for editing those skins you can try www.gimp.org free photo editor and it is great a LINUX standard but made for windows too good luck.
