Speech Speed Slider Control ...doesn't control

When using the NeoSpeech Paul does anyone know why, when the speed control is moved from the default setting (0)  to the next available setting (4), the voice speed goes way up beyond recognition?  Then at each setting, (which jumps by 4) the voice speed continues to get faster and less intelligible until at the setting of (9) it slows down so much that it's unacceptable?

I thought I was buying something that would work right out of the box.
