It's the access to the MainQA database. I found it is referred to in the hal6.uhp starting at line 1169 (yours may be different) under "RESPOND: ENHANCED CONTENT SENTENCE ASSOCIATIONS".

When you're in the BrainEditor and have the MainQA database open it gives you a small amount of information about how the function works.
