If I put the learning slider all the way to max, how many times do I have to tell HAL about basic stuff like where he lives and his likes and dislikes before he begins to say it to his users?

I still think you are not understanding Hal, IMO it wouldn't be very intelligent to sound/act like a parrot.
Give Hal the chance to repeat learned info at the appropriate time.
