no voices

I downloaded the free version of Ultra Hal Text to Speech Reader. I'm running it on Vista.  However I seem to be missing the free voices.  When I click on the voice dropdown it is empty.  The documentation suggests I should see voice options such as Mike.
Am I missing something?
