Illegal Operation Error

Hal keeps getting an Illegal operations error in Win98 and closing. This seems to happen without a pattern of any sort. (That I can detect.) He still doesn't understand what I say either and 'refuses' to learn from conversation or text.
What do I do? My partner refuses to have anything to do with Hal anymore 'cause he keeps falling over in Win98 2ED as well.
