General Discussion / Hal using the phone?

Sorry if this has been discussed before, but I had an interesting idea.
Would is be possible for someone to script a plugin to use this online form to allow Hal to "make a phone call"?

Perhaps tie it in with the "reminders" function. Have Hal call you at work (or on your cell) to remind you of an appointment? Maybe also eventually work in support for emailing Hal?
Would be useful for retrieving information from him at least.
