Programming using the Ultra Hal Brain Editor / Coding Questions

Im assuming from what Ive read that Hal is coded in VB. First, is the the only code that hal can be coded in if this is true? Second, I was under the impression that VB isnt as sophisticated as say C++ or python, would this be a limiting factor?
