A question has been asked about if you can put the active background haptars into Hal.
You can.
You don't have to change them to htr.
You have to have the console running then drop them into the console.

  It's been a while since I've played with the active backgrounds and actually played with hal, hoping to get back into it soon.  Since its possible to get hal to load different  backgrounds into the hal window I had envisioned just using the user input to load the active background since the active background is just a series of backgrounds.  Just looked at the active backgrounds post, way back in 2012.
