Is it possible to have a scroll of news on my desk top similar to that of some news sources.

Hal does not offer you this option. A good free service (not related with Hal) is the one offered by http://www.enewsbar.com/

I have written a Hal6 plugin which accesses some Yahoo RSS feeds and allows you to display the news you are interested in.

It's not what you are asking, but it's in that direction.
