Online Assistant Background

I added a picture background to my online assistant, but it only showed up the first time I ran the assistant, and never showed up again. I've tried numerous times, and it's the same.  When I first save the pic in the html editor, it will display only to the first page of the first person to run the online assistant.  How can this be fixed?
