I don't think there is a "simple solution" that doesn't require massive editing. Hal is designed to either run the main databases which give it a wide range of response, or start with an empty brain.
The first requires you to remove many, many entries, some from what appears to be a read only table (you might have to write a script), the second requires you to add every single thing you want Hal to say.
At the very least, the second will give you practice on your English if that's what you want, and when you are done Hal will only say what you want.
If you want Hal as an interactive phrase book of a sort, you might want to look at something simpler like "Karl chatbot". It just has a straight text file. Slow and simpleminded, but easy to cram with info.
Otherwise Hal will do what you want, and very well, just not without significant input from you.
