Hal and window positions

Been using Hal for a little while now and browsing the forums off and on. I've come across a question though and not found an answer to it. I'am aware that Hal is able to open various programs that are listed in the shortcut file, but is Hal able to move/resize applications and windows?

My goal would be to have certain "modes" that I want my desktop in for various activities. Typically when I'am working on a coding project for example I have my compiler on my primary monitor with various edit windows over on the secondary monitor. That's just an example, any help on if it's even possible for Hal to control things in this way and if so, then how would be greatly appreciated. [8D]
