Tips on programming please

I experience programming and one thing I learned is if you don't know, ask.

If I give the bot a set of IP address can it find if AIM is running or not.  Then start a conversion long enough to get a few messages running and save the file created.  I know the suedo code I just need to know how to check IP addresses ports with in a particular range.
